The New York State Division of Budget Director Blake Washington has issued the annual call letter to agency commissioners and department heads this week.

New York State has proposed changes to mandatory ethics training requirements for lobbyists and clients, including a two-year training cycle, new certification and recordkeeping responsibilities, and graduated late fees for noncompliance. Public comments are being accepted through December 14, 2026.
