Governor Hochul Sends Emergency Appropriation Bill to Legislature to Continue Spending Through April 7th Amid Failure to Reach Budget Agreement

Budget Extender Bill Introduced

Final budget negotiations between the Governor and Legislature have stalled due to disputes over enacting the Governor’s proposed auto insurance reforms, delaying implementation of the State’s Climate law for emission reduction, or increasing taxes on high earners. As a result, Governor Hochul sent Program Bill 23 to the Legislature this evening, a budget extender providing emergency appropriations to continue government spending for the period April 1 to April 7th.

The Governor also sent Program Bill 24 to the Legislature to extend provisions of law related to costs of the NYS Department of Motor Vehicles in order to continue to certain fees and pay operating costs.

Below are the bill numbers for these Program bills; the bill text is attached for both. We expect both houses to pass these bills when they convene tomorrow, and return to their districts. Budget discussions will continue between the Governor and legislative leaders, and at the staff level over the next week.
